2nd Saving Maandeeq (Somalia) Conference in MN June 16, 2012

The conferees were divided into four small groups to discuss and offer recommendations in four areas of interest to broaden the recommendations that were offered by the 1st Saving Maandeeq Conference held in Virginia on Feb 17, 2012. The conference designated a committee to work on a recommendation to assist Somali people establish their own national unity government. On July 9, 2012, the deliberation committee of communique finalized their work to collect final thoughts and recommendations to save Somalia as following:

  1. INTERNATIONAL RELATIONS

  • Appointing highly qualified team of experts to lead the foreign policy/relations of the government. These experts shall evaluate and map out the strategic interest of our nation. These experts shall craft a wellframed, win-win policies and programs that will benefit our country and those whom we intend to form strategic partnership with.

  • Neither the hiring process nor the promotion of these experts shall be based on 4.5 system or any other clan-based entitlements. All hiring and promotion must be merit-based and selected based on their proven sense of nationalism, expertise, credibility, and qualification.

  • Re-establishing the Institutional Memory of the Foreign Ministry to boost our IR. This could be achieved in direct consultation with many of our retired diplomats in various parts of the diaspora, and the technocrats who used to operate the Ministry. Through this process, we could reconstruct and re-archive many essential facts, concepts, experiences, and indeed strategies to boost the administrative know-how of the new team and thus boost the capacity of the Ministry.

  • The new government should expand its diplomatic horizon. While it is necessary to maintain the old relationships—especially with neighboring countries such as Djibouti, Kenya, and Ethiopia—it is equally important to build new relationships or re-enforce existing ones with emerging economies and superpowers such as China, Russia, India, Brazil, and South Africa.

  • The new government should nurture its relationship with the Republic of Turkey in the most profound way.

  1. NATIONAL SECURITY

  • There should be deliberate emphases on the development of inclusive and effective Somali national security forces under one civilian administration.

  • Building strong and competent national security apparatus made of Somali National Army (SNA), Police Force, National Security (Intelligence) Force, National Coast Guard, and all other necessary support systems.

  • The Somali security forces should be properly and adequately trained inside the country. Therefore, we request Turkish government to take a lead to the training of Somali security forces inside Somalia. Training them to perform their jobs with integrity and with sense of devotion for the country.

  • Somalia State should establish an allowance and salary commission to ensure members’ of all Somali security forces are adequately compensated for their services and protected within the country’s budgetary salary.

  • Terminating the contracts of all the private security companies operating in Somalia like Saracen, SKA and replacing them with locally owned capable private security companies with expertise and qualifications if it is necessary.

  • The new government should set up an effective program to re-integrate all military units trained in various countries like Ethiopia, Kenya, and Uganda. The uniformity of the training, command structure, and purpose is essential to the effectiveness of our defense forces.

  • Somalia should build community-policing coordination whereby the members of the public are partners with Police stations forces to promote the security and ownership of it by the community.

  • AMISOM Mission to be expanded to include Turkey and other Muslim countries as part of the peace keeping mission. And this can be done only by converting the current mission into a UN Peacekeeping Mission.

  • Meaningful dialogue with all opposition armed-groups be the primary strategic policies of the new Somali Government.

  • The quality of the regional security apparatuses of currently stable provinces in the country be further supported, improved, and encouraged.

  • The new government should not allow the issuance of the Somali National Passport to be out-sourced to a foreign-owned private company. This is critical national security matter.

C.I. GOVERNANCE (what type of government Somalia needs)

  • We also agreed that a strong unitary government with decentralized services could be the most practical system of government for Somalia.

  • Though our group presented different views with regard to what type of government Somalia can acquire including federal government and unitary, we suggest (by way of consensus) to create an expertise commission/committee to facilitate a national debate and discussion on the type of government that is most suitable for Somalia and its people.

C.II. CONSTITUTION

  • Given the current situation of the country where it is clear cut that it is impossible for the people to have a chance to participate and digest the Draft Constitution or the Provisional Constitution;

  • Knowing that the final draft of the constitution was/is not accessible for the public; We recommend postponing the approval of the constitution until a genuine national debate takes place and the country is stabilized.

C.III. ACCOUNTABILITY

  • The group strongly recommends the ending the culture of impunity.

  • Accountability is the only way to end corruption and criminal freelancing.

  • A system of accountability can only function effectively when applied justly.

  • The culture of selective justice must come to an end.

  • We recommend fostering accountability through training and leadership-by-example.

  • Those who had d committed war crimes in Somalia, or are alleged/accused to have had, in Somalia should be investigated and brought to Somali justice in order to restore public confidence in the justice system and the political system of the country.

  • Establish an independent and effective judicial system which will address past, present, and future injustices and all matters of law in that have occurred in Somalia.

  • Somalia State should improve Somali’s state correctional institutions to the standards consistent with international of human rights norms.

C.IV. LEADERSHIP

  • We agreed that Somalia needs a transformational leadership lead by an inspirational individual with a national vision and national agenda who did not partake the civil war or commit crimes.

  • Somali traditional elders should put the Somali national interest before their clan interest.

  • Somali people not the international community have right to elect their own leadership so international community should not dictate but help the process of democracy in Somalia.

  • We believe all Somalis are equal so 4.5 formula is divisive and destructive concept and it must be abolished.

D.THE ROLE OF DIASPORA

  • The Role of the Somali Diaspora is indeed indispensable

  • Diaspora community should make investment and create jobs (mainly creating fair jobs, not jobs for the expatriates, but for the locals.)

  • Diaspora community must not fuel the fire (not supporting a particular group or a clan and not contributing to instability).

  • Diaspora community should develop local projects and compete to re-construct the nation.

  • Diaspora community to foster ways to bring our divided communities together by holding educational sessions, dialogue and debates in peace-making (religious and secular).

  • Diaspora community should help in cultivating tomorrow’s leaders for our country.

E. YOUTH AND THEIR ROLE

  • The group recognized that there are so many of the youth who want to contribute positively and rebuild their country but need support and guidance.

  • While it is positive to see certain organizations in the diaspora sending some individuals on individual assignments, a coordinated effort with clear strategic priorities is needed.

  • Through the Ministry of Education, the new government should set up a program that encourages youth who are 25 or older with college degree, training, and experience to come back (at least during the summer break) to give back to their country.

F. Final Recommendation:

At the end of the program the conference selected 13 members as Minnesota chapter representatives and recommended that Save Maandeeq project should be transformed to a movement to Save Great Somalia.
